outline: 0px; max-width: 100%; color: rgba(0, 0, 0, 0.9); letter-spacing: 0.034em; visibility: visible; font-size: 15px; box-sizing: border-box !important;"><span leaf="">一、实行全年禁烧，全县范围内严禁露天焚烧农作物秸秆、田间荒草、树木落叶、废塑料、垃圾等污染空气环境行为。气象卫星、“蓝天卫士”监控平台常态化监测火点，省、市不定期进行督查暗访。对露天焚烧秸秆等行为当事人，依法处以罚款；情节严重的，依法予以从重处罚、直至追究刑事责任。</span></span></p><p style="-webkit-tap-highlight-color: transparent; outline: 0px; max-width: 100%; color: rgba(0, 0, 0, 0.9); letter-spacing: 0.034em; visibility: visible; font-size: 15px; box-sizing: border-box !important;"><span leaf="">二、严格农机收割作业标准和准入制度。大力推行低茬收割、打捆离田、灭茬粉碎还田等有效途径，从源头控制露天焚烧秸秆现象。凡进入我县境内从事收割作业的农机，须加装秸秆粉碎或打捆等设备，且收割留茬高度控制在10厘米以下（再生稻田块按相关规定执行）。对不符合秸秆还田或收集离田作业要求的农机，不得准许参与作业。</span></span></p><p style="-webkit-tap-highlight-color: transparent; max-width: 100%; color: rgba(0, 0, 0, 0.9); letter-spacing: 0.034em; font-size: 15px; box-sizing: border-box !important;"><span leaf="">三、各地、各部门要切实提高认识，加强组织领导，加大宣传力度，强化监督管理，落实包保责任。建立“县督导、乡镇负责、村为主、组管片、户联防”和“乡镇干部包村、村干包组包片”的包保责任体系，强化乡镇、村、组三级网格管理主体责任。对重点区域和重要时段要实行24小时值守，严格监管。 </span></span></p><p style="-webkit-tap-highlight-color: transparent; max-width: 100%; color: rgba(0, 0, 0, 0.9); letter-spacing: 0.034em; font-size: 15px; box-sizing: border-box !important;"><span leaf="">四、认真做好秸秆禁烧和综合利用工作的宣传和引导，坚持疏堵结合、以用促禁。推行秸秆离田、还田分片包干责任制，落实包保责任人，把包保任务细化到人到田块。乡镇要充分利用已建秸秆收储中心，或根据实际情况建设临时收储点，缓解秸秆贮存压力。</span></span></p><p style="-webkit-tap-highlight-color: transparent;
