微软雅黑;'>为切实维护被征地农民社会保障权益，根据《中华人民共和国土地管理法》《中华人民共和国社会保险法》《安徽省实施〈中华人民共和国土地管理法〉办法》等有关规定，决定对符合条件的被征地农民社会保障对象实行基本养老保险缴费补贴政策（以下简称“缴费补贴”）。现就有关事项通知如下：</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-family: 微软雅黑;'><strong style='outline: 0px;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;'>一、缴费补贴范围和对象</span></strong></span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>市、县（市、区）人民政府在依法征收农民集体所有土地时，将被征地农民安置人员中失去全部或大部分土地（人均所剩耕地面积不足0.3亩）、年满16周岁的人员纳入缴费补贴范围。具体补贴对象由所在市、县（市、区）人民政府确定。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-family: 微软雅黑;'><strong style='outline: 0px;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;'>二、缴费补贴办法</span></strong></span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（一）补贴对象参加基本养老保险的，可享受缴费补贴。补贴对象不参加基本养老保险的，不享受缴费补贴。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（二）补贴对象参加城乡居民养老保险、职工养老保险享受同等补贴标准。补贴对象参加城乡居民养老保险的，在个人正常缴费的基础上给予缴费补贴，补贴可一次性计入个人账户，也可分15年逐年计入个人账户；距离领取待遇年龄不满15年的，在其领取待遇前一次性计入个人账户。补贴对象参加职工养老保险的，其缴费补贴可凭缴费凭证一次性或逐年发放给个人。具体补贴方式由所在市、县（市、区）人民政府确定。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（三）补贴对象享受缴费补贴标准，根据当地平均土地区片综合地价、现行被征地农民社会保障水平等因素确定，但每人的补贴标准不得低于土地被依法征收时当地平均土地区片综合地价。具体标准由所在市、县（市、区）人民政府确定。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（四）市、县（市、区）人民政府以征地被依法批准之日为基准日，确定补贴对象，并给予其缴费补贴。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-family: 微软雅黑;'><strong style='outline: 0px;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;'>三、加强社会保障费用筹集和管理</span></strong></span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（一）市、县（市、区）人民政府征收农民集体所有土地时，应当足额安排被征地农民社会保障费用，计入征地成本，列入工程预算。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（二）市、县（市、区）人民政府根据当地平均土地区片综合地价、社会保障费用需求等情况，确定每亩土地的被征地农民社会保障费用筹集标准。筹集的社会保障费用，主要用于保障对象缴费补贴。筹集资金不足以补贴的，由所在市、县（市、区）人民政府解决。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（三）市、县（市、区）自然资源、财政和人力资源社会保障部门按照筹集标准，及时足额筹集社会保障费用，并存入当地预存征地准备金账户。社会保障费用预存不到位的，不得报批征地。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（四）征地被依法批准后，市、县（市、区）财政和自然资源部门要及时将预存的社会保障费用转存本地被征地农民社会保障资金专户。没有转存社会保障费用的，不得实施征地。征地未获批准的，预存的社会保障费用返还预存单位。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（五）市、县（市、区）人民政府要加强社会保障费用资金监管，实行财政专户、收支两条线管理，做到专款专用。建立并严格落实资金预提、对账等机制，严禁拖欠、挤占、截留、挪用资金。发现资金管理出现问题，要立即整改，并依法依规追究相关责任人的责任。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-family: 微软雅黑;'><strong style='outline: 0px;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;'>四、做好新老政策衔接</span></strong></span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（一）本政策执行前产生的被征地农民社会保障对象，原则上按原政策规定进行保障。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（二）本政策执行前产生的被征地农民社会保障对象，其承包的土地再次被依法征收时，不再给予缴费补贴。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（三）市、县（市、区）人民政府可结合实际情况，制定具体新老政策衔接办法。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-family: 微软雅黑;'><strong style='outline: 0px;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;'>五、工作要求</span></strong></span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（一）高度重视，精心组织。做好被征地农民社会保障对象缴费补贴工作政策性强、涉及面广。各地、各有关部门要高度重视，精心组织，制定实施细则，建立信息共享机制和信息管理系统，加强沟通协作，积极稳妥推动政策实施。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（二）结合实际，抓好落实。各地要坚持实事求是，既尽力而为又量力而行，科学确定缴费补贴标准和社会保障费用筹集标准，确保被征地农民缴费补贴及时足额到位、社会保障待遇按时足额发放。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>（三）防范风险，平稳衔接。各地要充分考虑新老政策待遇平衡，本政策执行前保障对象待遇水平较低的地方要建立待遇调整机制，逐步缩小新老政策待遇水平的差距。鼓励各地人民政府对本政策执行前产生的、未领取待遇的被征地农民参加基本养老保险给予一定缴费补贴。</span></section><section style='outline: 0px;line-height: 2em;text-indent: 0em;'><br style='outline: 0px;'></section><section style='outline: 0px;text-align: justify;line-height: 2em;text-indent: 0em;'><span style='outline: 0px;font-size: 16px;color: rgb(29, 27, 16);letter-spacing: 0px;font-family: 微软雅黑;'>本政策自2024年1月1日起执行。我省有关被征地农民社会保障政策规定与本政策不一致的，按本政策执行。</span></section><section style='outline: 0px;text-align: justify;line-height:
