visibility: visible;">粮食收购者要严格执行国家粮食收购质价政策，按质以等论价，不得损害农民和其他粮食生产者的利益。须在收购场所公示粮食的品种、质量标准和收购价格，并按照国家有关规定进行质量及食品安全检测，杜绝不符合食品安全标准的粮食流入口粮市场。广大售粮农户在售粮前尽可能对粮食进行清理整晒，确保水分、杂质等指标符合收购要求，避免因粮食等级降低或质量不合格而造成不必要的经济损失。</span></span></p><p style="box-sizing: border-box; line-height: 2em; text-indent: 2em; visibility: visible;"><span leaf="" style="visibility: visible;"><span textstyle="" style="font-size: 17px; color: rgb(255, 0, 0); font-weight: bold; visibility: visible;">二、自主理性出售粮食</span></span></p><p style="box-sizing: border-box; line-height: 2em; text-indent: 2em;"><span leaf=""><span textstyle="" style="font-size: 17px;">粮食经营活动应当遵循自愿、公平、诚信的原则，不得损害粮食生产者、消费者的合法权益，不得损害国家利益和社会公共利益，并采取有效措施，防止和减少粮食损失浪费。鼓励多元市场主体从事粮食经营活动，促进公平竞争。广大售粮农户可选择向信誉良好的粮食收购主体出售粮食，建议关注市场行情，随行就市，适时出售，避免因保管不善或粮价波动造成损失，可以提前咨询附近的收购点预约售粮，减少等待时间。</span></span></p><p style="box-sizing: border-box; line-height: 2em; text-indent: 2em;"><span leaf=""><span textstyle="" style="font-size: 17px;color: rgb(255, 0, 0);font-weight: bold;">三、坚决维护合法权益</span></span></p><p style="margin-bottom: 8px; box-sizing: border-box; line-height: 2em; text-indent: 2em;"><span leaf=""><span textstyle="" style="font-size: 17px;">粮食收购者应当依法依规开展收购，具备与其收购粮食品种、数量相适应的资金筹措能力，承担农民售粮款兑付的主体责任；粮食收购者应当现场如实填写收购凭证，作为核算和支付售粮款的重要依据，并建立粮食经营台账。粮食收购原则上应当“一手钱、一手粮”，确有特殊情况的，须征得售粮者同意，可以书面或口头形式约定兑付期限，但要限期兑付，一般不超过7个工作日；鼓励粮食收购者和售粮者签订书面合同，明确粮食品种、数量、金额、兑付时间等。对以口头形式约定的，鼓励留存必要证据。粮食收购者不得以未收到第三方付款等为由，不按约定支付售粮款。对粮食收购者未按时限兑付或不足额兑付售粮款等行为，按照<span class="" link-id="link-1788832908598-0.2294736054162967">《粮食流通管理条例》</span>之规定进行查处；对违法违规企业和责任人员，依规依纪依法严肃问责或移交有关部门处理，切实维护正常粮食流通秩序。</span></span></p><p style="margin-bottom: 8px;
